Public Service Commitment Act
Address the need for a stronger, more equitable public service system, and encourage citizens to contribute to the betterment of society through public service roles
Purpose: The purpose of this Act is to foster a culture of public service by creating a national framework that incentivizes and supports individuals who commit to serving the public good. This bill aims to expand opportunities for people to serve their communities, promote social good, and ensure that those who contribute to society through public service are recognized and supported in meaningful ways.
Findings:
Throughout American history, citizens have volunteered their time and skills to serve their communities, whether in government, education, healthcare, law enforcement, social work, or other sectors vital to societal function.
Public service is essential to maintaining the infrastructure of democracy, social welfare, and national stability.
Despite the growing importance of public service, there is a significant disparity in opportunities for individuals to participate in these fields, particularly for people from marginalized communities.
There is a need to provide both incentives and support to individuals pursuing public service careers, especially in areas facing critical shortages, such as teaching, healthcare, social work, and public safety.

Education (e.g., teachers, counselors, administrators)
Public Safety and Law Enforcement
Social Services (e.g., social workers, community outreach programs)

Tax Incentives: Eligible participants will also receive tax credits for their service, helping reduce the financial burden of public service work.
Strengthening Public Service Sectors
Targeted Funding for Critical Sectors:
Special emphasis will be placed on sectors where there are critical shortages or high community needs. These areas include:Rural and Underserved Communities: Public service opportunities will be created and expanded in areas where services are lacking, such as in rural healthcare, education, and law enforcement.
Low-Income Urban Areas: The program will focus on addressing the unique challenges faced by underprivileged communities in cities, providing support in social services, housing assistance, community engagement, and economic development.
Partnerships with Nonprofit Organizations:
The PSCP will partner with nonprofit organizations that provide essential services, such as mental health support, homelessness prevention, food insecurity programs, and youth development, to create opportunities for individuals to work in service-driven roles.
Training and Professional Development

National Public Service Volunteer Network
Volunteer Network:
A National Public Service Volunteer Network will be established to connect individuals to short-term, volunteer-based public service roles. This network will allow people who may not be able to commit to full-time public service to contribute their time and skills on a more flexible basis. Volunteers will have access to benefits like training, networking, and a public service recognition program.
Reporting and Accountability
Annual Reporting:
The program will provide an annual report to Congress, outlining the progress of the Public Service Commitment Program, including the number of participants, sectors served, and overall impact on communities. The report will also assess the effectiveness of financial incentives and identify areas for improvement.Evaluation and Feedback:
Participants and community stakeholders will have the opportunity to provide feedback on the program, ensuring continuous improvement. An independent third-party evaluation will assess the success and impact of the program on the national and local levels.
