Address the need for a stronger, more equitable public service system, and encourage citizens to contribute to the betterment of society through public service roles

Purpose: The purpose of this Act is to foster a culture of public service by creating a national framework that incentivizes and supports individuals who commit to serving the public good. This bill aims to expand opportunities for people to serve their communities, promote social good, and ensure that those who contribute to society through public service are recognized and supported in meaningful ways.

Findings:

• Throughout American history, citizens have volunteered their time and skills to serve their communities, whether in government, education, healthcare, law enforcement, social work, or other sectors vital to societal function.

• Public service is essential to maintaining the infrastructure of democracy, social welfare, and national stability.

• Despite the growing importance of public service, there is a significant disparity in opportunities for individuals to participate in these fields, particularly for people from marginalized communities.

• There is a need to provide both incentives and support to individuals pursuing public service careers, especially in areas facing critical shortages, such as teaching, healthcare, social work, and public safety.

Public Service Commitment Program

• National Public Service Commitment:
  A new Public Service Commitment Program (PSCP) will be established to offer opportunities for individuals to serve the public in various sectors for a fixed period, typically ranging from two to five years. The program will include roles in:

  • Healthcare (e.g., doctors, nurses, mental health professionals)

  • Education (e.g., teachers, counselors, administrators)

  • Public Safety and Law Enforcement

  • Social Services (e.g., social workers, community outreach programs)

  • Environmental Services

• Incentives for Participation:
  Participants in the program will receive a range of benefits to support their commitment:

  • Student Loan Forgiveness: Participants will be eligible for student loan forgiveness after completing their service period.
